VAS currently operates with a staff team of five, all based at the VAS HQ in Glasgow, supported by a board of directors. The team arrives at VAS from a variety of backgrounds and bring with them a wealth of knowledge and expertise.

Profile: As acting CEO I am responsible for development and implementation of VAS’ strategy, culture, operations and team. I am also responsible for VAS’ Partnership Programmes- including planning and managing major partnership programmes and activities.  Our Partnership Programmes aim to be a focus for improvement and development across the network of TSIs, and we aim to engage and involve TSIs in developing and delivering these. Our current programmes include the TSI and Community Planning Improvement Programme and a partnership with Quality Scotland offering support with EFQM accreditation to TSIs.

Elaine Gibb

Profile: I am a key contact for TSIs, providing support, information and advice to help them in developing their activity. A core focus of my role is supporting practice development around the 4 TSI Common Service themes. This involves developing and delivering TSI practice forums and sharing good practice, based on the expertise, skills and talents within the network and drawing in the support of national partners. I am also involved in developing the Saltire Awards for youth volunteering, developing TSI monitoring and reporting and am responsible for the delivery of the annual TSI Network National Conference.

Ruth Latusek - Events and Organisational Support Officer Tel: 0141 353 7318 

Profile: My main role is to support the TSI Network by coordinating and undertaking events planning and delivery across all VAS events, including the TSI Network National Conference. I provide personal assistance to the CEO and Board, as well as a wide range of organisational and administrative support to VAS, its membership, and stakeholders throughout the year. This involves devising and maintaining internal operations and office systems, such as data management, HR and finance. I am the TSI’s first point of contact for all general enquires, endeavouring to help how and where I can to facilitate a strong and well-connected Network.

Tom Scott- Development Manager: Improvement Tel: 0141 353 4325

Profile: I am responsible for new improvement and assurance approaches that will support effective governance and better demonstrate the impact delivered by our Network. I previously worked as a Training Officer for Evaluation Support Scotland (ESS) where I created the “Let’s Evaluate!” training programme and the ESS “Training the Trainer in Evaluation” programme. I delivered training and tailored support in evaluation, logic modelling and funder relationships, as well as managing evaluation support accounts with key funding partners. Prior to working at ESS, I worked within the TSI Network as a Development Coordinator at Fife Voluntary Action.


Libby Clement - Communications and Digital Support Officer Tel: 0141 353 4322

Profile:  My main role is to oversee VAS communications both within the TSI Network and to our wider external stakeholders. I manage the VAS ebulletin, all social media channels, the VAS website and the Saltire Awards Website. I also support VAS’s operational and Network-wide digital development, including the implementation of SharePoint and an internal CRM system.  I work to champion the work of TSIs and to tell the stories of our Network, undertaking filming and editing work to capture video case studies which demonstrate TSI impact.
